Well, the complaints are usually because the gov't advertises a range. For example 90K -140 K for a position advertised at 13/14. So, I, who am earning 150+K, think 140K, and the gov't offers me GS 13 step 1 (90K). That is about what I would have received 20 years ago out of grad school.
