Bootcut is the hem style, like flare, straight, skinny. It has nothing to do with the thigh/hips and buttocks.

One of the varieties of curvy Levis works for me. Most stores have different cuts of pants and jeans, including a curvy version.

This is exactly what I have to do. My niece is also starting to have to do this as well. Find a tailor you like. Buy pants fit everywhere else and have the tailor fix the waste.

She may need to buy pants in the Misses department instead of juniors. As a pp stated, she just needs to try on a ton of styles/brands to see what works.
