Most private preschools will have classes of 8-10 3 year olds with several adults in the room. 15 seems more reasonable for public preschool. 21 is just nuts.

You have three teachers, right? Hate to say it, but that is life in public school. You never know how many in the class the next year or who will be coming in or leaving mid year. It is something I dislike, but free preK 3 is a great and rare benefit so if the classroom is good otherwise, should not matter in the end.
