Nope. They get a subsidy that seems more and more modest as state university tuitions skyrocket. The subsidy does not come close to in-state tuition and every year the funding is at risk.

No! DC students do not get in-state tuition at all state colleges. In fact, they get in-state tuition at zero state colleges.

There is a subsidy but you have to apply.

Look at the Maryland rules here. If child is financially dependent on a Maryland resident he may qualify.

If this is his last year or two of high school, claim MD residency for the kid and then pay OSSE the tuition. I believe it is roughly $10,000.

If he wants MD residency or you need MD residency to afford college, have him move in with you for a year after he graduates from HS and work for that year, helping to save for living expenses, books, whatever, and then he will qualify for the MD resident rate.
