50/50. It could have been a recruiter. Maybe your desired salary is too high, or they need US citizens and you are not.

It can't hurt to retry. Maybe someone signed a contract, so they rejected the other candidates and then that person fell through. Maybe they were screening for something specific, and now they realize they can't be that picky and the'll be open to your candidacy.

What's the downside of reapplying?

Sounds like a computer system spit you out. Did you take the job listing, select the key words & phrases, and make sure that your resume includes those? That means taking the experience you currently have, probably just phrased under an equivalent description, and using their key words that mean exactly the same thing.
