The plan seems to not work for people who, once they have finished losing their weight, revert completely to old habits. The weight comes back.
We knew someone who did not eat activity or weekly points. She then ended up blowing the whole thing, and not losing weight. I think the whole point of WW is that is NOT meant to be spartan - it is meant to be sustainable (and, as you say, a habit to keep when you are on maintenance) So you should eat the weeklies and the activity points if you are hungry for them - but try to eat your filling foods first, so you are less likely to be hungry for them.
