I prefer modal underwear and had never heard about chemicals, so I looked it up. It’s made from beech trees (!), which are pulped and then are indeed soaked in chemicals like sulfuric acid. Rayon is a close relative.
In your case, turns out there’s no modal in your specific pair, just nylon and spandex. Does the lace feel rough or have any poke-y bits that could irritate the skin by rubbing? If not, must be something in those materials.

very itchy... so afraid to scratch it because it might create some wound on the area. It was the first time I encountered this kind of situation
