This is the appropriate course to take. They need to document every instance, every conversation they have with the school, and they can ask for a transfer. If people at the school level are giving them the run-around, they need to keep moving it up the chain.

I'm not sure if DC would bring an aiding and abetting case against you. But it's still wrong. It's more than just being dishonest, you're taking a spot from other kids who follow the rules and have applied for out of bounds spots. Your friends can do that, and they should escalate the situation through the school and DCPS if necessary (and DCPS may move the child if necessary).

How will you explain to your children that it is ok for you to lie to the school but it is not ok for them to lie?

The parents need to push their current school about the social situation. They can even give the principal and easy out by asking for transfer papers to another school. But please do not show your kids that you are ok with lies like this.

The child's parent would also need to get some official, non-school paperwork at the house - car registration/driver's license/utility bill,/rental agreement to (falsely) prove it is the family address.

Also, the child has to lie about his address for anything that he may need to fill out.

I am not saying you should do it, but I think the repercussions will come to your friend, not to you.

Obviously, you are perfectly comfortable being dishonest, or you wouldn't even be considering this.

Not sure what repercussions would be for you, but if the friend's family is caught, their kid gets pulled and they can be fined the cost of tuition.
