I'm going to leave it in the TSP and choose an amount of monthly withdrawals. I'll likely change that monthly withdrawal amount as the years go by (you can change it annually).

Is there a better place to rollover the money that permits withdraws (perhaps more than 1 time) in case I need to withdraw the money before i am 70?

Not at all. You can leave your money in the TSP
https://www.tsp.gov/planparticipation/withdrawals/accountOptions.shtml

Please take a class or talk with HR before you retire.

TSP has the lowest fees, and the best place to leave your money if you can work with their limited flexibility on withdrawal options.

Apparently they are looking at allowing more flexibility, but that is a long term option.

Not sure what you are trying to do OP. Why not get a TSP loan?

Is there a place to put it if you need to be able to withdraw some of the money? Not ideal, but reality.

What did you do with your tsp?
Leave it in the TSP? Roll over to IRA/ROTH? What are the advantages/disadvantages.
Are there timelines for rollovers?
