Thanks, PP! I can easily prove I've been doing GS14/15 work. Among other things, I've been supervising other employees, which is usually categorized as A GS15 responsibility.

I've been feeling taken advantage of for a while, which is why I'm leaving. I deal with a lot of responsibility and pressure that are way beyond my original position description, but management refuses to even consider reclassifying my position.

A lot of times institutional contracts are written to follow GS rules. Therefore for a promotion to the next Grade you should get the equivalent of two step increases. For a GS13-10 minimum should be Gs14 step 6 or 7 anything higher requires you to make the case you are switching job series (managerial to technical or vice versa) and demonstrate the past experience at the new salary in the New series.

I'm in the midst of negotiating a salary with an institutional contractor that supplies personnel l for federal agencies.

My current salary is a GS-13, step 10. How much negotiating room do I have. Can I negotiate up to GS-14, step 10?

I don't want to overstep or seem greedy, but a full grade increase seems reasonable to me, because I've actually been doing GS14/15 level work, including supervising people, for a long time. I just didn't get paid or recognized for it.
