They do and they do good stuff. I used past tense bc my younger kid just finished 5th and we haven't been very active (beyond donating $) the last couple years. Can't honestly recall if all parents are already members or you need to affirmatively join. I was a founding officer of the PTO in 2005 when my older DC was in PK4.
We didn't want to be a PTA bc of the national dues and the position against charters. So we created bylaws to be a PTO instead. Early on we asked for optional dues but think they have stopped that.
