Not OP but it is so hard to get in. They want technical expertise that only someone who's done that EXACT job before could be qualified for. The requirements are insane.

My sister is biologist and they asked if she had performed very rare testing on animals as one of her questions. The only people who would even do this test are current USDA biologists! Questions like that are set up to fail people. The HR office ended up not getting one qualified candidate and had to repost the job.

I have an offer for one of the foreign services that was posted via USAjobs.

I think if you're not a vet, then you need to stick to the technical specialties. The generalist positions are open to anyone with any kind of office experience and a degree. But if you're applying to a scientist, engineer, or economist position - that requires a specific degree and a MA in Administration isn't going to qualify you.

PP here. I got an email that I was rated at the highest level for qualification but that there were too many veterans ahead of me and they weren't forwarding on my resume.

OP here.. I made the non-preference list but there are probably hundreds of vets ahead of me. The job is super statistical and technical so I hope I can get in somehow.

I did, about 1 year ago...but I have a PhD in a specialized fiend and was very familiar with the problem space. Since they required the PhD in this field, and there were no status or preference people looking, I got the offer. However, it came in at 1/2 my current salary.
