I own this house and they own theirs as well. They have not been the kindest people since they moved here. They no longer have the golden retriever. They replaced it with a smaller dog to which they lock in the back yard during the day all summer in 100+ degree heat and no water. It cries at the door for hours on end. Even the people behind them have complained. Animal control won't do anything. I feel for the dog.
I am the PP. I reread your post. Why wouldn't animal control do anything? I would have called repeatedly until they did. This does not make sense.
Did you call an animal rescue to report their behavior about the dog??

If you believe your property was held by this neighbor and not returned (and pets are property under the law) call the police. It doesn't matter whether he got the oil on the cat or she rolled in the oil. Get beyond the cruelty issues and think of the cat as property, like a lawn mower (I'm not suggesting that the cat is mere property, I'm just saying this is how the law views it). How did she get over the fence onto his property? It seems to me he put her inside the fence, and held her there -- your property. Under the law, that is illegal. You can call the police and state that your neighbor did that.

Ugh. I REALLY can't overstate how much I hate cats (hate isn't a strong enough word), and I'd welcome you right in to get your cat and get it off my property immediately.
That neighbor has psychological problems.

Contact some local rescues.

OP has a nasty, suspicious mind, but absolutely no proof that they did anything to the cat. Cats get into stuff. If she crawled under a vehicle, she could get oil on her fur. She could have rolled in the street or on someone's driveway or garage floor. Cats get into stuff.

Poor kitty.
When I was a kid, I was playing in a shed with a kitten (on my grandparents farm). The kitten fell into an open bucket of used motor oil. We cleaned him off as well as we could, but it took awhile (weeks) for his fur to be normal again. He didn't seem to suffer any negative health effects. Hopefully your vet will have a suggestion on removing all the oil.

Somehow my cat managed to get out of the house. She's not really one to charge the door and she's always been an indoor cat.
I found her last night in the neighbors back yard. I'm not even sure how she got over an 8' stockade fence since she has no claws on her front paws but she couldn't get back home. She was scared, crying, and her back was coated in something that looked and smelled like used motor oil. I had to knock on their door and politely ask if I could access their property to get my cat. The man smirked at me and slammed the door in my face. I went and got her anyway.
I'm livid. I would have never thought for a second that they'd harm an animal but my DD reminded me of the time they'd beaten a golden retriever they had. I can't prove they did anything to her but his reaction makes me think that they did.
I was still up at midnight trying to wash this out. Bathing a cat isn't exactly pleasant for me or the cat. She seemed ok this morning but I'm taking her to the vet anyway. The oil is still on her fur.
