Then get out of the way. We do not spray near anyone but my kid refuses to use the lotion or stick so I have no choice but either use it or let him burn.

You have to be kidding me if that is what you believe the FDA guidelines say
That's fine if you are over-anxious and choose to move yourself and your family, but don't say it's because the FDA recommends it. That's just silly

One option for you -- when you see someone pulling out spray sunscreen, move out of range. It's not Raid Wasp and Hornet after all. It only goes out a few inches.

I am assuming this only happens outdoors at places where large groups of kids gather (pools, summer camps). But let me ask you -- is this happening elsewhere? At the grocery store? Just walking down the street? Is it possible others are targeting with the evil intent of harassing you?

Why are you so bothered if your kids get a little spray sunscreen on them? Presumably you don't want your kids to get burned and use creams. If you're using a public pool, you're going to get WAY worse stuff on your kids, even if you're vehemently against sunscreen altogether.

I don't trust spray sunscreens, but with a family history of melanoma, it's a risk I don't want to take and do use sunscreen.

Why are you so bothered if your kids get a little spray sunscreen on them? Presumably you don't want your kids to get burned and use creams. If you're using a public pool, you're going to get WAY worse stuff on your kids, even if you're vehemently against sunscreen altogether.
