Hmmmm....I'm thinking that the shutters might be the best bet. You can angle them so they are partly open to let the light in, but it still limits how much you can see into the foyer.

I put on window film. Got it from Amazon but they sell at Home Depot too - the kind that works via static cling.
Easy to install: measure and trim to size with a scissor, spray down window with soapy water, put it on and squeegee out the water. The best part with the cling type is that you can reinstall it pretty easily if it separates a bit from the glass.
Parents overusing the humidifier in the winter caused bubbles in the film and I just pulled it off, resprayed with soapy water and reinstalled.

What do you think about doing narrow custom plantation shutters for the sidelights or having a class company come out and change out the clear glass for something more wavy or opaque?

Ugh - don't cover it up. But, then again I have hardly any window treatments on my first floor. I'm thinking that someone ringing your doorbell at 10pm is a rarity - otherwise put a no soliciting notice up, make sure no valuables like car keys or purses can be seen through the window and embrace not having a house like an old person with every window covered 
. Plus, you have a dog - that'll scare any nefarious minded folks!

We just moved into a new house that has clear glass sidelights on either side of the front door. They look pretty, but I hate that people can see in (especially if we don't want to answer the door). Last night someone knocked on our door at 10 pm. We weren't expecting anyone, were in our pajamas and didn't want to answer, but they could look in and see our dog, see into our house and us if we had walked by the foyer.
Besides sheer curtains, what else can you do to add some privacy to those windows but still let the light in?
The house is colonial style, so I don't want anything that looks too modern or funky.
Do people put film on the glass? Do they replace the glass with something more opaque?
What looks nice (not cheap and crappy)?
