No you cannot make a left from N Capitol, you have to get off the roadway by taking Irving towards Catholic or you can turn left on Fort Drive and right on Harewood (right after Archbishop/Yu Ying). Depending on what part of Petworth, I'd advise against N Capitol and for Irving or Michigan as N Captiol gets backed up before Riggs going south.
I'm the brightwood poster. Yes, this. You take the 2nd turnoff at irving and go right at Michigan (left on Franklin). And the reality is North Cap is only backed up near at the start of the cemetery. Once you get near the Old Soldiers Home you'll fly.
I don't go that way because the reality is, there are less traffic lights if I take the Irving exit. When I wrote this I didn't want to go too into detail since there are a few turns but it's the fastest route from my house near 14th.
