They mostly oversee education policy and how it relates to national policy requirement - think graduation requirements, teacher qualifications, No Child Left Behind, education standards, that sort of thing. I'm pretty sure they are not involved in discussions involving budget, building improvements, etc..., but rather they focus more on the education policy recommendations, in conjunction with OSSE. I believe implementation (or not) of those recommendations, or any decision to fund a recommendation, is something the Mayor and the Chancellor do. Most of the Board's "power" (or enforcement capability) was removed when the Mayor took control of the schools.
