What change do you want to make? If it's to become less socially awkward, maybe you can find some sort of therapist or classes for that. If it's to find a boyfriend or girlfriend, try online. If it's to party, you can do that.

I spent my 20s being pretty boring too, if boring means not partying. I don't regret it at all. I am not a partier. It's okay if you aren't, too. Figure out what you want to do, not what you think you should do.

My mom always had a motto - you only peak once. Do you really want to peak in your 20s? Then it's all downhill from there.

My 20s sucked. I think I preferred high school.

And you would be surprised how many 28+ virgins there are. They mostly just lie. (3 of my closest friends used to fit in that category. NOT ANYMORE!)

Mine were boring, too, due to lack of time and funds. I suggest you join a Meetup type group in an area you are interested in. If you would like to try outdoorsy stuff, take a beginner REI course. Often alumni associations will have educational trips.

I partied my face off all through high school and college (and for a while after) ... then I got a crap job and it took me 15 years to work my way into a profitable position. If I'd worked harder sooner, I'd be much better off financially ... and probably wouldn't have herpes.
