It could make sense -- it all depends on your position on the waitlist. Improved waitlist numbers don't necessarily mean that someone at the front of the waitlist was offered a spot (in which case yes, everyone's number should get better). It also could mean that someone in the middle of the waitlist was taken off because they accepted a spot at a school they ranked higher (or, I suppose, informed the school they no longer wished to be included on the waitlist). So in the latter situation, if the person who was removed from the waitlist was #35, but you are #20, your waitlist number will not change -- the only people who will see an improved position will be the people who were behind the person who left the waitlist.
