MCPS has pupil personnel workers who are supposed to help parents navigate the process. If you don't have one assigned to you I think you can ask for one.
Ours is very nice but I haven't talked to her outside of the IEP meetings as we have an advocate and we have a lot of reasons not to trust the school.

Just be aware that they are the legal department for the school district so if you planning to go to due process don't give them too much information. Yes, their job is to make sure the schools are complying with special ed laws and they can be helpful in that regard, but remember the reason they are doing this is not because they want to protect kids or help parents. It's because they want to make sure the district doesn't make itself vulnerable in a due process hearing. There have been compensatory damages in other cases in federal court and it's a very expensive process for them. They paid million to just one small legal shop over the past 10 years fighting off these cases.

I'm having the same problem and would love to know where to find the "county compliance officer." Is this someone with the school district or with the county and how would I go about finding them?

We have had success with our procedural support liaison in FCPS. I know others on this board have not but ours, in the Lake Braddock pyramid, is fantastic.

What are yu trying the get included into the IEP that is not there?

Call the county's compliance officer. It is her or his job to make sure your school is in compliance with the IEP>

If you've been working with a school and they don't do what was promised and actively resist putting things in the IEP, what is the next step.

I've heard about getting an advocate, but they seem to be overworked in this town/ ie not readily available. What are the steps?
