Honestly, at age 4 & 6, the kids will be as interested in a squirrel in a park as they will by the Eiffel Tower or Buckingham Palace. I'd really pick based on your interests rather than what works for them.

Just got back from London and Paris with a seven year old and this is exactly right!

Lots of great things to do in london with kids, but same goes for Paris. I would do whichever has cheaper flights.

Paris is great with young kids! We packed foldable scooters and they had a blast riding them around Paris. I cannot imagine London with kids. My vote is Paris.

Paris. I love the flea markets and am a sucker for photo opps with the kids. I'd hit the gorgeous cemeteries, where people regularly picnic.

I'm more familiar with London, so that would be an excuse to visit with friends more than anything else.

FWIW I flew from Asia to DC going via the Atlantic rather than the Pacific. It was longer but more interestingly the taxes at LHR or CDG were SIGNIFICANTLY higher than options that went through Korea or Japan. Heathrow was more expensive than Paris but both were still rather high in the Summer months.
