Since she's a beginner, presumably you're looking for a house/recreational soccer program. VYS, McLean or Arlington would be very good choices depending on where you're located. I don't know enough about ABGC's rec program to comment on it but location-wise, it might also work for you. BRYC is also a solid choice but probably isn't as convenient as the others I listed.

If your boys are still motivated and good players at U11 or U12 they can move to any one of the 7 or 8 clubs in the area that have a proven track record of producing great teams at the older ages and preparing players for college level soccer. Don't waste your time or money going outside of your local club for 4 and 7 year olds.
