In NWDC we have successfully started planting on March 17 every year. We occasionally have to cover with a frost row blanket, for a night or so, but as long as you are growing spring plants, it can work. We have a warm microclimate though, I believe.

If you use a cloche, you can plant lettuce now in a sunny bed

Technically around the end of April.
Warm weather plants however hate cold wet soil. I plant these only in mid-May.

May 10th in these parts. This is the "Last Chance of Frost" date, or the date after which we are reliably frost free. In warm years I have often planted early, like the 20th of April...and have often regretted it.

This year, though, if I had to bet on last night time frost I'd say late April.
