DCPS is a single LEA (local education authority). PCSB and OSSE are not LEA's, so they wouldn't track graduation rates directly, they have to report on what the charters (most are their own LEA) send them. That data may not always be consistent, and takes time to validate. That said, 9 months is ridiculous.
