It doesn't work that way for the most part. Schools admit more kids than they need, in anticipation that not everyone will enroll. Going to the WL happens but it's rare and a bit random to the outsider observer (just because a girl declines doesn't mean they offer another girl a spot).
+1. There won't be a huge domino effect. Perhaps a teeny, tiny little ripple, but popular schools will only admit a few people off the WL across all grades.
