My wife - she's kinda both. Her arms are have really nice muscle tone and she's got a small toned stomach with a big butt and toned legs.

Phew - you just saved me the cost of a gym membership!

As a woman, I think soft but firm is the goal.

Youthful bodies are naturally like this, and grow stringier with age - so it's a balance between exercising and eating right but not to an extreme degree where you end up like a skeleton with hard bits of muscle sticking out. And of course you don't want to end up like a doughnut either.
