The cat will likely be just fine (I grew up in Northern Canada); however, I'd take over a box of some sort with blankets to line the bottom of the box. If the cat can get off the cold ground, it will be much warmer...

Some outdoor cats will just not come in when you call them. This doesn't necessarily mean that the owners intended to let him out.

My indoor cat ran outside today when I let the dogs out. He turned around and came back in ASAP...lol.

Oh my. I have an outdoor cat and I've had the cat indoors for a few weeks now and we have a heated cat house on the covered porch! I will say that it might be a bit warm in the sun, but this is too cold outdoors for cats and dogs for any longer than 20min.

Set up a warm space with a box and towels for the cat until your neighbors come home.

I feel really bad for the cat. I don't think it should be out for prolonged periods in this weather. If you can handle, it please bring it into your basement. Once the sun starts to set, it won't even be able to find any warm(ish) spots.

Or you could call animal control or the Humane Society about other options.

My cat ran outside yesterday without me realizing it. She was fine but ready to come in when I got home in the early evening. It is not ideal, but the cat will figure out how to get warm.
