Depends on school, and most will tell you. For example, Maret explicitly says they have a strong sibling preference. Sidwell says they don't. Just ask!

In general, yes, but the sibling still has to meet criteria. Let's say sibling's scores/recs/personality are the same as non-sibling, sibling will most likely get the spot.
