Even if you had changed your withholding in July, you would still have to file 2 returns. This is because you were a resident of 2 states in 2014. It is just going to be a timing issue for you because you are going to be getting a refund of your excess withholding to DC (from when you were a nonresident) but you will owe to VA for when you were a resident. You should make sure your employer is withholding VA taxes for 2015.

Yes, you will file in Virginia as a partial-year resident, and you will owe taxes for half the year.

You will also file DC resident taxes and report having moved. You'll either get a refund for overpayment, or your VA return will credit you.

If you're lucky, VA won't come after you for penalties.

Moved from DC to VA in July of 2014.
Changed my address with my employer.
Never filed VA-4 with employer.
Employer continued to take DC taxes out of my paycheck.

Do I need to retroactively pay VA taxes?
How do I "unpay" DC taxes?
