No, the free lot is along Army Navy. The lot next to Marshalls and Costco is pay, although Costco may validate.

The two lots at Pentagon Row, by Harris Teeter and World Market, will give you one free hour.

The meters along Joyce are free on Sunday.

No, that is pay parking. Maybe free for costco members who buy stuff at costco.
