Quartz is more than granite. From low to high price points are usually formica/granite/some marble & quartzite/quartz. Quartz is a manmade product and quartzite is hewed out of quarries. Skip the built in desk in such a small kitchen. Save the backsplash project for a later date-it is ancillary and decorative.
A 12x 8x4 dumpster is about 500+ A/B level granite 4000 +sink/faucet 600 + fridge/dishwasher/range 2500 + microwave on shelf 200 + rangehood 400=$8200.
That estimate leaves $11,800 for cabinets, labor, floor. Cabinets budget $2500 and you assemble them-$14,300. You also do most of the demo. Another budget saver is get cheap counters and replace them later. Solid wood cabinet frames and doors and dovetail drawers are worth it.

So yes you can do this for under 20,000 by hiring for time/labor and procurring items yourself and doing work.
