I had heard that they were part of some religious group or cult and coerced into selling them and the money goes back to the group…can't remember details, though.

I grew up in St. Louis and we had guys who sold flowers and pretzels on the road. I bought a pretzel from the nice man on the corner of Loughborough and Grand every Saturday. DC is not unique.

I see them around, usually on weekends and holidays. They know when people are going to visit their mothers and girlfriends.

I've seen men sell bags of green and red peppers in Miami.

The flowers just come from a distributor, just like grocery stores get them.

I heard they buy flowers from funeral homes and resell them. I didn't believe it but the more I think about it, it makes sense.
