I second Tabard Inn. Quiet enough for conversation, the staff won't rush you, delicious food.

Am meeting an old friend for lunch in DC on Friday. I will be driving in from Maryland so I'm hoping to find a spot that is in Upper NW; cozy; good atmosphere; not too noisy; price doesn't matter. Where would you go?
