It is clear that OP does not want to hear any sensible advice because she wants to ensure that DD is "popular." Since when does a high school student have 100 friends to a birthday party. Crazy, but she will do it any way irregardless of the risk she is putting teens at. BIL is crazy to let his house be the site of such nonsense.

Either the driver needs to take them home or their parents need to pick them up. There have been 2 parties at my DCs school recently where kids had to go to the hospital due to pregaming (and at one they snuck in alcohol to mix with soda).

Op don't let anyone bring in water bottles or Gatorade or any liquids. And watch pockets. Some kids tape flasks to their thigh.

100 is way too many to control.

I went to this party in high school. It made the local news.

Finishes at 9 pm, this is in PG county btw, all the homes are like 2+ acres and not close together.

OP - Unless you had hired a room at a church or country club for such a large group and hired at least one off duty policeman for security, then I think you are crazy to invite 100 teen to anyone's private home. The neighbors of BIL are apt to call the police just for the sheer numbers of cars coming their area and parking that night. And, you have got to think that some of these teens may well have been drinking before coming to the party, and so who will be responsible for really scanning to see whether they should be allowed in or not. I agree. At 17, I was drunk every weekend.

Security. Seriously, 17 is an age when many of the kids will be pregaming. Best to have a bouncer (not parents) to screen kids as they come in so you don't get in trouble.
