We have motion sensor exterior lights, but whether the switch is on or off, the lights seem to be on or off for no reason. I can't figure out how to work them, so sometimes they're on all night, and other times they won't turn on at all. Maybe OP's neighbor can't figure out how to control their lights.

We keep our outside lights on day and night. I close the blinds at night but the kitchen light is on too.

Realize, though, that having lights on at night is a pretty regular thing for people who have been severely traumatized in their homes. I am hoping that that's not the case, of course, but be mindful not to push too hard for an explanation that may be quite private.

let them do as they wish. my husband works incredibly late nights and I am fearful to be at home alone bc of a trauma as a kid.
when he is working late or not coming home, I leave almost all the lights on. it comforts me. either there's a reason or they just don't care and leave them on.

Two suggestions. Ask them if they are afraid and mention that the lights are awfully bright. If they say "oh, does it shine in your house?" then you respond yes, actually it does! Then maybe they will turn the lights off. It is like a barking dog that only barks when its owners are out. The owner never knows but meanwhile the neighbors are pissed. Maybe your neighbors sleep in the back and the lights aren't bothering them? Maybe they are too high? Who knows.

Other option is blackout panels. They are amazing.

Outside lights do deter intruders and are recommended, or motion detection lights at the minimum. We have neighbors who do the same, but not a recently rebuilt house so I don't think we live in the same neighborhood. From what we've figured out, he is former military and did a couple of overseas tours so the scuttlebutt assumption is possibly some PTSD issues.

Best advice is to get shades for your bedroom windows that face their's. If a particular light is angle to shine right in your window, if your relationship is good you might ask if they'll tip it downwards a few inches.

Sounds to me as if someone is afraid for some reason. You need better window treatments.

We have had neighbors doing odd things, but this one is just bizarre. Next door neighbors rebuilt their house last year and ever since they have moved back in, they turn on every single light inside and outside and keep them on all night long. Every single night. Apparently the only lights they turn off are the bedroom lights while they sleep. We have speculated on why they do this but can't come up with a logical reason. The light glaring into our house all night long is getting annoying real fast. Is it to show off their "new" house? Frighten away the bad people? What?
