I don't have any news on this. When we went for a tour a couple weeks ago, the principal indicated that something would be happening in the very near future, and it wasn't a question of "if" or "when" but just "what" (i.e. full reno or new structure or whatever the options were). It sounded a bit like wishful thinking, given the recent reallocations, but I think that's the only way these things get done.
Unfortunately, no. The Garrison PTA has just sent a letter to Mayor Bowser to ask for more transparency and information sharing with the community! DGS has been terrible about this.
At the recent open house we heard that either a new building will be built at that far end of the field or the current building will be renovated. Final decision is to be made by DCPS in mid-Dec. The timeframe is 2 years.
School modernization information can be found on the DC Department of General Services web-site. http://dgs.dc.gov/page/dgs-garrison-elementary-school-modernization-project. Based on that, it looks like the plans are moving ahead. They have information posted as recently as November 6th (scroll to the bottom).
I read somewhere (here?) that they're building on the far end of the field while the old building remains in place. Which begs the question what are they planning to do with the space where the current building stands now.
Has anyone seen plans for the new building yet?
Garrison has had renovation plans kicked down the road a few times, so until they break ground I wouldn't count it as a done deal.
I am not the most informed person on this, but since you seem to be eager for info, I will say what I know: the money has been allotted, and the school leadership is very committed to moving ahead. That said, there are always bumps in any road where DC gov't is concerned.
