You could do something reasonably priced at Peacock Café or (I'm serious) the Hay-Adams. We did a "welcome baby" light brunch at the Hay-Adams and it was a wonderful experience for 20 people.
I have also attended a delicious & fun ladies' brunch at Mylo's Grill in McLean. It's Cypriot food and so good.

I have reserved the big table at Buzz in Ballston, but we were about 10 people. For 15, you'd have to hope for a less crowded time where you could grab the rest of the back area. You could call and ask if they reserve more than the big table.

Bakeries generally don't have lots of sit-down space. You could try Serendipty 3 in Georgetown or Max Brenner's in Bethesda.
Buzz Bakery is supposed to be really good, but I'd don't know what the seating is like.
You might want to try a reservation at a restaurant with a good dessert menu or a tea.

DC has very few actual bakeries. Maybe that place Three Fifty on 17th street? Don't know about MD or VA.

Mom to be loves desserts and trying cupcake shops so a bakery would be ideal. Any places that have pretty good seating?
