We had the same thing with my son. CIO definitely didn't work, nor did giving food, books, etc. What did work (finally) was cutting the morning nap and pushing bedtime back from 7:30 to between 8-8:30. We used the Ferber guidelines for how much sleep kids need at particular ages and it seemed accurate for us... Good luck! I remember how miserable some of those days were...
