Believe it or not, the shoppers in North Bethesda/Rockville. They have biscuits from Spain and Israel. None are too sweet. I like the palmaritas.

Devon and Blakely (the lunch/sandwich chain) sells hobnobs and maybe digestives?

I went to grad school in the UK and got hooked on ginger nuts, Hobnobs, and digestives. I always find a good selection at World Market.
