I'm baffled by all the people who don't understand the OP. Let me state what I understand.
She has a boy. When he was around 4 she sometimes used hot wheels as a cheap present/reward.
The boy has a younger sister who is around 4.
She has already tried using hotwheels in the same way.
However, the girl is not interested in hotwheels.
She would like to find another toy to use the same way. She would like it to be small, and cheap, and available in large numbers.
OP, I don't have a girl, but when my son was that age Polly Pockets seem to fill that role for many of his friends.

I read the question as What's an inexpensive toy that I can buy for my daughter to give her as a reward? I think that the issue is that she's not looking for Hot Wheels or Matchbox cars but rather something else that's small, cheap, plentiful, and easy to find but that are more girly in nature than cars.
OP--I have a boy and a girl and I don't know the answer. My son loves his hot wheels and matchbox cars. I've never found an equivalent but different item for my daughter. As an example, on a rainy day in OBX we ended up in walmart to pick up some groceries. My son was bored and I remembered that we hadn't packed any toys for him. So I picked up a 5 pack of cars for $5. I ended up buying my daughter some nail polish. One it was more expensive than the cars, two--it's messier than the cars but I couldn't find anything else that she wanted that had the quantity and cheapness of the cars. I wasn't going to buy 5 My Little Ponies.

She's asking what small, cheap toy is likely a guaranteed hit with girls (like hot wheels are for boys) because she's already tried Hot Wheels and they weren't a big hit.
