If the person is walking, on the road or sidewalk, with a large stick - and the dog is in the dog's own yard with a fence, how is the stick waver acceptable?

There are no loose dogs, nor was there any mention of a loose dog by OP.

Well if the dogs aren't on his property, where is he encountering these dogs in order to threaten them? If he's trespassing onto dog owners' property to harass the dogs, then that's trespassing, call the cops. If he's in public space and feels threatened by uncontrolled dogs, then we need more details from you before we can say who's in the wrong. There are a lot of irresponsible dog owners out there and perhaps this guy has reason to feel like he has to defend himself. There also are just plain crazy people out there and maybe he's one of them. We can't tell from your post.

When my dad was a kid in eastern Pennsylvania, a cop walking past his yard said, "Kid, if I see that dog off your property, I'm gonna shoot it." So this is better than that!

Wow OP, that was uncalled for. Not the poster you blew up at but it's a legit question. Our neighborhood list serve has been going crazy lately with people complaint about dogs off leash, or poop not being cleaned up. They been citing laws (incorrectly) and being super nasty. One crazy person spread mothballs in her yard, which is poison to kids and dogs. Your OP was not at all clear about the circumstances. And does threatening mean hitting or does it mean standing in the street with a stick?

Well what is the dog doing when the neighbor does this? On his property? Off leash? Or does he just see the dog being walked on a leash and runs out and threatens with a stick?

Because if you catch him threatening and unleashed dog on his property and report him to the police, he's not the one that's going to get in trouble.

Neighbors have set up cameras to catch him in the act and report him to SPCA and other animal rights groups with leverage.

Has anyone ever seen a neighbor threaten dogs like this before?

Should we report him to the police or other, in addition?
