Pittsburgh is definitely Appalachia and always has been capital of the region. Nashville is not.

I agree that painting that area with one broad brush is problematic. Why is the OP asking about colleges in Appalachia? Are you looking for a cultural experience for your DC? Are you hoping for a better price there (which I definitely would not count on)? What is your motive?

The University of Pennsylvania is in West Philadelphia, which, while it has its own issues, is definitely not in Appalachia.
