OP it really depends on the rest of the outfit and your daughter's figure.
If the rest of the outfit is "conservative", no belly hanging out and breasts are not overflowing and are she's wearing a strapless bra - then I think it's fine.
On the other hand, if she wears it with hoochie shorts and her breasts and belly are coming out - then nope!

Even for homecoming and stuff - she has always worn dresses that had straps. I am sure if she finds a strapless dress that looks awesome and appropriate for the occasion, she will wear it.
