You can pretty much do anything in a pressure cooker you can do with a steamer and much more. For instance, you can steam vegetables in both but you can only make fried/broasted chicken in a pressure cooker.

I have a built-in steamer. Never use it. So much faster to just steam on the stove.

I have an Insta-Pot which is a slow cooker, rice cooker, pressure cooker all in one. It's awesome and heavy duty. The new model even acts like a yogurt maker.

Steamer and pressure cooker are very different cooking methods.

Pressure cookers are better for stews, braises, beans, and yes, rice.

Rice cookers are helpful b/c they can be on a timer and have a warming function. Pressure cookers you have to be on hand to use.

In terms of steamers, you don't really need anything more complicated than this:
