Read the post I was responding to, poster says they are playing in "the black community", that's line saying only black folks' TV's air the ads.
She did not say ads "targeting " a particular demographic , big difference. We need to learn to check the narrative , there is no one black community, but there are lots of black people and , yes, a PSA can be directed towards that demographic.
