OP here, thanks for all the advice so far from everyone. Macy's looks like a good option. My 13 year old wouldn't be caught dead in Justice, btw - haha! Not sure what Dealia's is... Also, I do think she needs a bit of padding and I don't think she's a fan of sports bras because they are difficult to get on/off.
To the PP that suggested VS - ugh. I realize they have some stuff that could be "cute" and not "sexy" -- if they just took out the "cute" stuff and had a store for teens, maybe I'd consider it - but it makes me uncomfortable to shop with her in a store where the undergarments are marketed for sale for sex appeal. I just want to go for function at this point.
I'm still open to more suggestions. I might check out Gap Body (never been in there)...
