I usually think it is fine to have kids at most restaurants, but not 1789. It is quiet and not child appropriate at all. Very rude to do so.

+1 and, despite the jokes about Ruth's Chris, any of the steakhouses of its ilk would be fine if you went on the very early side. (Not 10pm on NYE)

Old Ebbit, Clyde's, Almost anywhere with out door seating, Georgetown waterfront restaurants, M & S.

If it is on the list of places where people might consider popping the question, then no. The willard room, L'Auberge, Inn at Little Washington, etc.

DH suggested bringing our 3yo there for an early dinner a few weeks ago. I nixed it for the same reason others are -- it's not appropriate for little kids and it isn't fair to other diners. Our child has been going out to eat since he was born and behaves remarkably well, but he's still 3. I'd apply this same rule to a 1yo.

Seriously that is not a good idea. I have kids and with so many nice kid friendly place, it is pretty selfish to bring your "well-behaved" baby to a very nice and expensive and small restaurant.
