I say send them to Japan or South Korea and let them enjoy a year-round school schedule, a 6-day school week, and upwards of 16-hours of school work & tutoring per day. Give them a real work ethic instead of being spoiled rotten by the likes the 1% parents who hang around DC suburbia.
I see nothing wrong with expecting kids to do more homework instead of working or playing sports. But whereas most elementary school students easily wake up at 6am, most high school students do not. From seeing my own pre-teen's sleep patterns change, I can tell that it is a biological, not a time-management issue. Most high school students also do not require before-school care, even if their parents need to be at work before the school bus leaves. Switching the start times just makes sense. So does prioritizing being awake in class over participation in sports or even work for pay (although I don't see why a working teenager could not simply take a later shift if school let out later.) And yes, if you look at anything from TV schedules to movie and concert start times, to restaurant closing times, you will see that in our society a lot of socializing happens in the evening, and it is not the norm for grown or nearly grown people to go to bed at 8pm. Most of us would not want a job that required us to go to bed that early and miss out on socializing with our friends and family, so why would we force it on our kids?
