If you're American you can't go to Teheran, but there are two clinics in U.A.E that are good, one in Abu Dhabi, and one in Dubai.

Also, I don't know if this is a factor for you at all, but you should know that the Sunni view does not allow third-party donation of genetic material (either egg or sperm), and therefore you are unlikely to find an IVF clinic in Kuwait that allows that. However, the Shia view allows both, so if it comes to that, you will need to go to Teheran or Beirut.

I think your best bet is to look up a reproductive endocrinologist and go from there. I know for a fact there are IVF clinics in Beirut, Cairo and Teheran. Not sure about the Gulf, I think Emirates definitely have some. It's not uncommon there.
