This must have been a few years ago.

It was 2009 - when the unemployment rate skyrocketed and everyone was applying for Fed jobs.

I was recently offered a position....but turned it down. They gave me no credit for my 20 years of directly applicable research experience, and were treating me as I was right out of my PhD (GS13 step 1). But, I was offered a fed job.

I did - one application, got the job. But, I'm in a position that required very specific education and skills. As 8:04 mentioned, it's easier if you can fill a niche.

To add to this, having an upbeat attitude and showing you are just not a jerk. I went through a preferential hiring program and half of the process was basically trying to weed out people who are rude or jerks (i.e. the type of person who tries to take over a meeting, etc.).

Yes, but it depends on the agency and the job. You will have much better luck if you can fill a niche.
